Toshikazu Okuya joined the Ministry of International Trade and Industry (now METI) in 1995. From 2010 to 2013, he served as Special Advisor to METI and Director at the Japan External Trade Organization (JETRO) in New York. From 2013 to 2015, he was Director of the Energy Supply and Demand Policy Office at the Agency for Natural Resources and Energy.
From 2015 to 2017, Okuya served as Director of the Security Export Control Policy Division. From 2017 to 2021, as Director of the Cybersecurity Division, he launched the Group for Industrial Cybersecurity and led the development of the Cyber/Physical Security Framework (CPSF).
Okuya subsequently held the position of Director of the Policy Planning and Coordination Division in both the Commerce and Information Policy Bureau and the Economic and Industrial Policy Bureau.
Since July 2024, he has been serving as Deputy Director-General of the Commerce and Information Policy Bureau.
