Ann Dunkin is an External Fellow and Distinguished Professor of the Practice at Georgia Tech, and CEO of Dunkin Global Advisors, where she provides strategic counsel and fractional CIO services to organizations of all sizes. She serves on the advisory boards of Bowtie Security, OpenPolicy, and CrowdGenAI.
Most recently, Dunkin served as Chief Information Officer at the U.S. Department of Energy in the Biden-Harris Administration, overseeing a $5 billion IT portfolio and a $1 billion high-performance computing budget. She led efforts in cybersecurity, cloud migration, and digital transformation in support of the DOE’s mission.
Previously, Dunkin was CIO of the U.S. Environmental Protection Agency under the Obama Administration, Chief Strategy and Innovation Officer at Dell Technologies, CIO for the County of Santa Clara, and CTO for the Palo Alto Unified School District. She also held various leadership roles at Hewlett-Packard in engineering, R&D, IT, and operations.
Dunkin is the author of Industrial Digital Transformation and a frequent speaker on emerging technologies, including AI, quantum, and digital modernization in government.
Her recognitions include Forbes CIO Next 2024, the IISE Captains of Industry Award, the 2024 Fed 100 Award, and multiple honors from FedScoop, including Golden Gov and Best Bosses in Federal IT. She has also been named to DC’s Top 50 Women in Technology and ComputerWorld’s Premier 100 Technology Leaders.
Dunkin holds a BIE and MS from Georgia Tech, is a licensed professional engineer in California and Washington, and is a Fellow of the Institute of Industrial and Systems Engineers. In 2024, she was named to the inaugural “Women at Georgia Tech” list.
