
Former Deputy Head of the State Special Communications Service, Center for Expert Research and Modeling (CERM), Ukraine
Victor Zhora is a Co-Founder and Deputy Chairman of the Center for Expert Research and Modeling (CERM), a non-governmental, multi-profile Ukrainian security think tank. He also serves as a member of the board at the ICE Task Force, a Ukrainian cybersecurity think tank.
Zhora holds a master’s degree in Applied Mathematics from the Institute of Physics and Technology at the National Technical University of Ukraine. He completed postgraduate studies at the Institute of Software Systems of the National Academy of Sciences of Ukraine. He has authored many scientific publications and is an active supporter of cybersecurity education programs.
From 2021 to 2023, Zhora served as Deputy Chairman of the State Service of Special Communications and Information Protection of Ukraine, where he was responsible for cybersecurity within Ukraine’s digital infrastructure. He oversaw digital transformation and cybersecurity projects, including CERT-UA and the State Cyberprotection Center.
Before his public service, Zhora was the CEO and Co-Founder of one of Ukraine’s leading cybersecurity companies. He also served as Head of the Council of the Ukrainian Information Security Group (UISG), a non-governmental organization supporting the local cybersecurity community, and was a member of the organizing committees for the annual cybersecurity conferences UISGCON and BSides Kyiv.
Throughout his 20+ year career as an architect and project lead, Zhora has been involved in numerous national security projects, including the protection of electoral systems in Ukraine. He is a past recipient of the IVLP Cybersecurity Policy and Practices program, the UN-Singapore Cyber Fellowship, and the Aspen Institute Kyiv Responsible Leadership Award.
