Netta Squires is a cybersecurity strategist and resilience expert with over 20 years of public safety experience, including more than 15 years supporting SLTT governments and critical infrastructure. She is the Founder and President of Open District Solutions, where she leads national initiatives on whole-of-state cybersecurity, data-informed decision-making, and public–private collaboration. A former MS-ISAC Executive Committee Member and Maryland’s first Director of Local Cybersecurity, Netta has led major incident responses, developed mutual aid plans, and advanced statewide programs such as Cyber Ranges. She is widely recognized for her expertise in implementing governance frameworks that enable secure, ethical, and effective adoption of emerging technologies—particularly in the AI space. An attorney, Certified Emergency Manager, and Adjunct Professor, Netta brings a multidisciplinary, operationally grounded lens to building sustainable, future-ready security programs for government and critical infrastructure partners.
