
Innovation and Project Management Division - GANNDALF Project Manager, Valencia Local Police, Spain
Rubén Fernández is a Police Officer and Project Manager at the Valencia Local Police (PLV) in Spain. He began his law enforcement career in 2005 and has since managed seven EU-funded research and innovation projects under the Horizon 2020 and Horizon Europe programmes. Among the most notable of these are CC-DRIVER and RAYUELA, both addressing the human and technical drivers of cybercriminality, with a particular focus on youth. He currently plays a key role in the GANNDALF project, which aims to advance cybercrime detection and collaborative investigation through the development of cutting-edge tools for law enforcement agencies (LEAs), judicial ecosystems, and citizens. Within GANNDALF, PLV leads pilot use cases on investigator training, citizen cyber hygiene, and cross-border cyber-incident response, while also spearheading dissemination and communication activities. In CC-DRIVER, Rubén coordinated the international LEA Working Group, which has continued to meet regularly under the subsequent CYBERSPACE project. He holds a degree in English Studies and has completed extensive training on topics including ICT security, hate crimes, cyberbullying, and social engineering, through both public and private institutions.
